To meet the needs of the under-served Southeast Asian community in Orange County, PLC developed the Southeast Asian Legal Outreach Project (SEALOP) in 1993 to provide free civil legal assistance. Through SEALOP, PLC primarily serves the Orange County Vietnamese community, which is the largest outside of Vietnam. The community is predominantly monolingual Vietnamese-speaking and 37%-over 52,000 persons-live in poverty.

To assist the Vietnamese and other API communities in Orange County obtain meaningful access to the civil justice system, SEALOP provides the community with linguistically and culturally appropriate information and representation. SEALOP clients can obtain assistance with a variety of legal matters, including family law, housing, benefits, immigration and consumer issues.

The SEALOP legal clinic is held at the Little Saigon Economic, Cultural and Social in Westminster the last Saturday of each month from 1:00pm to 3:00pm. At the clinic, PLC staff and volunteers provide counsel and advice and conduct intake interviews for extended services on more complicated matters.
